Yesterday's step towards the creation of a single TIM-Open Fiber ultra-broadband network is an important step forward. The Italian government – represented by the Prime Minister Conte and by the Ministers Gualtieri, Patuanelli, Pisano, Bonafede, Franceschini and Speranza – gave the green light to the creation of the FiberCop company, the "aggregator vehicle" for the formation of the single network of which TIM at this point he should announce the birth on 31 August, the day in which the meeting of the company Board of Directors is scheduled. Also present at the meeting was Fabrizio Palermo, CEO of CdP who will create FiberCop with TIM.
This is the thought of the Minister of Economic Development Patuanelli who writes on Facebook:
The dialogue between TIM and CDP is the first step on a path towards a society of networks and technologies under public governance. This path must be subject to constant monitoring by the Government in order to reach the final goal: to fill the infrastructural gap in our country and guarantee access to digital services for citizens and businesses.
The game will now focus on the management of TIM's secondary network (fiber and copper from the cabinet to the houses), currently in the hands of FiberCop, in which the old monopolist Fastweb is present (through another company created with TIM, FlashFiber , exchanging part of the shares for a slice of the secondary network) and, soon, also the American fund Kkr, against an investment of 1.8 billion euros.
Permitting European antitrust, a company will be created in which TIM will most likely hold 50.1% of the shares, but will in any case be managed by a third party, independent and created ad hoc. Attention also to the next moves of the Cassa Depositi e Prestiti, strongly interested in taking full control of Open Fiber in the event that Enel renounces its 50%.

The banquet will also be attended by Tiscali, which has signed a Memorandum of Understanding which marks the birth of a collaboration for the development of the ultra-broadband network market. In other words, Tiscali enters FiberCop into which, we recall, TIM's secondary network will flow.
There are three distinct steps:
- short term: rationalization of the Tiscali network to facilitate the migration of customers (Tiscali) to the FiberCop network
- medium-long term: activation by Tiscali of "a significant portion of its accesses" on the new network
- long term: possibility for Tiscali to become a shareholder of FiberCop
